Europe´s rural areas are in a state of fundamental change. More and more, affluent societies within the EU are demanding quality of life, to enjoy clean, natural surroundings. The decrease in income through liberalisation and globalisation, and the general lack of perspective in agriculture as a career is prompting sizeable numbers of the rural population to seek better opportunities in the cities. This in turn decreases the quality of life in rural areas, creating a vicious circle of rural decline. Whereas the proportion of these tendencies may be different in different parts of the continent, the similarities in the problems resulting are striking. The European Union states have realised this and are increasingly formulating a joint approach to this problem. Resources are being allocated to a number of alternatives for the traditional role of the countryside and to alleviate the pressure on the inhabitants to move to urban areas. With varying degrees of success, rural viability initiatives are now under way throughout Europe.
What is offered?This course trains implementers of the rural change and innovation mentioned here, either on a supranational, a national, or regional or local level. The type of rural development usually associated with development cooperation in tropical areas is not the prime target of this course. There are many similarities obviously, and often the difference is a matter of mere finance, or climate, or opportunity, or scale.
Successful graduates will be competent in the following areas of expertise:

o Job-oriented: Problem analysis, Practical research, Planning and organising, Decisiveness,Flexible behaviour, Initiative.

Contents

What does the course involve There are three stages:
Orientation and Analysis (Period 1), a set of three units aimed at general management and analysis competencies:
o Settling in a new job
o Rural analysis
o Multifunctional entrepreneurship
Policy and Management (Period 2), three units dealing with international policies and management of rural areas:
o Area analysis (including geographical information systems)
o Rural governance
o Comments on agricultural policies
Synthesis and Proof of Proficiency (Period 3), two larger units dealing with a full-time traineeship in a middle management job,
and proof of scientific and academic expertise in researching, writing and defending
an Ingenieur Thesis relevant to the sector.

You are normally required to take an English Proficiency Test.

Most European Universities recognise the IELTS test.

Requirements

Who can enrol? Successful applicants for the course must have:
o completed at least three years of university study in agriculture or a related subject
o a minimum 550 score in the TOEFL test of English or a formally recognised equivalent such as the IELTS (level 6.0)
o the ability to formulate coherently in written English, and to have a vision of the chosen area of interest. Essay writing is part of the selection procedure
o strong motivation to be successful in the sector
o team spirit, a flexible attitude in an international working environment
o funding in the form of a grant or a stipend, or private means
